As TechChange and our alumni community continue to grow, we’re sharing the stories of some of our rockstar alumni who have taken the tools they’ve learned and resources from their TechChange courses to make an impact. This week, we traveled to the OpenGov Hub to talk to FrontlineSMS Project Director Trevor Knoblich, who participated in our TC105: Mobiles for International Development course in March-April of 2012. Pursuing his interest in mobile technology in humanitarian response and journalism, Trevor combined his past background with his new connections and knowledge from TC105 to successfully land a job at FrontlineSMS.

Here is Trevor’s story, in his own words.

Why did you decide to take Mobiles for International Development?

Technology in humanitarian assistance was rare in back 2009. Back then, I remember how there was not yet much data sharing and effective data management between aid agencies. As a journalist working in humanitarian response, I became interested in how mobile technology could address various challenges throughout the world. Through my own research, I heard about different projects that involved data mapping and reporting of challenges with service delivery, such as infoasaid, but it was difficult to find a one-stop resource that gave me a good sense of emerging technology in humanitarian work. I wanted to know, what’s happening around the world? What tools are available for me to find out? And what tools are appropriate for my organization?

What was useful to you from TC105?

After doing a search on Google, I found TC105 and immediately enrolled in the course to get an overview of how mobile technology is being applied across international development. I found three key features of TC105 very valuable to me: the relevant information, the interactive experience, and the access to a network of experts in mobile tech.

  1. A central hub for the latest information for mobiles in development. TechChange’s TC105 became a central hub for emerging info and latest applications of mobile technology in the developing world. The TechChange team did a great job at selecting the most relevant and useful information for participants in the course by pulling all types of resources into one space. They included industry reports, real-world and current examples of tools like Magpi and FrontlineSMS, and practical case studies that inspired participants to try the tools out.
  2. Interaction, participation, and global dialogue. The unique interaction built into this TechChange course platform encouraged participation among my classmates. TechChange did a good job of getting participants to talk to each other with game mechanics. I liked the small size of the class that had ongoing global discussion forums (sometimes at 03:00 AM in certain places in the world) and incentives for me to stay actively engaged throughout the entire course. Live demonstrations of the mobile tools discussed in TC105 changed my perception and understanding of how some of those tools were actually used in real life.
  3. Access to a network of industry experts. TechChange invited and vetted an impressive lineup of global experts that presented for TC105. The “Live Event” discussion sessions were especially useful because real practitioners shared their anecdotes of the daily realities they face, and often shared industry resources such as website links and reports that sometimes are not yet on the course syllabus. For example, one of the speakers I remember most was Amy O’Donnell. She was representing FrontlineSMS and was extremely knowledgeable about community radio. In her discussion, she shared research papers and industry knowledge on best practices in the mobile tech space. Beyond these live video conference discussions, TechChange is always pushing for face to face connections when they can through alumni happy hours and a general open door policy.

How did TC105 ultimately impact you and your career?

Taking TC105 ended up being a smart career move. By keeping in touch with Amy O’Donnell, with whom I shared a common communications-oriented background, I eventually landed a job at FrontlineSMS as Project Director for the Knight Media Project. In this role, I manage grants and program design by connecting journalists with FrontlineSMS mobile technology for data management. It’s inspiring work, as I help journalists coordinate their staff, freelancers and citizen journalists, as well as reach out to a broader audience.

Advice from Trevor for taking TC105:

  1. Leverage TC105 within your own organization. If you’re advocating for your organization to adopt these new mobile tools and applications, you will have a variety of useful materials from TC105 to help make your case.
  2. Take TC105 first. Before taking any of the 200 or 300 level courses, TC105 gives you a good overview of emerging mobile technology and will help guide your selection for a deeper dive specific applications of mobile phones..
  3. Participate as much as you can. You’ll ultimately get more out of the course the more engaged you are with your classmates, the professionals who are presenting, and the TechChange staff.

Last month, 130 doctors, nurses, development workers, techies, government officials, and academics from 35 countries joined us on an exciting four-week journey through the latest developments in mHealth.

Imagine how difficult (and expensive) it would have been to assemble this group into one classroom in person!

Thanks to the amazing team at the mHealth Alliance and an all star-roster of incredible experts, we managed to build upon the great success of our inaugural effort and deliver a powerful second installment of the online certificate course TC309: Mobile Phones for Public Health.

Three observations/trends emerged during the course:

  1. Mobile data collection most discussed! Mobile data collection, management and analysis gained significant attention in the course forums. We were thrilled to be joined by Yaw Onokwa, one of the founders of Open Data Kit and Jeremy of CommCare who provided students with live demos of their respective software packages and shared a number of insights and best practices for developing surveys, acquiring and managing users, scaling data projects and more. The always-engaging Alain Labrique (Johns Hopkins University) joined us for a fantastic session on the continuum of care that touched on his exciting work in Bangladesh and the importance of investing in the evidence base.
  2. The importance of human centered design (HCD): Human-centered design also featured prominently throughout the four weeks. Isaac Holman (co-founder of Medic Mobile) led participants through an exercise in drawing/mapping a health ecosystem based on HCD principles. Design experts Erica Kochi (UNICEF Innovation) and Robert Fabricant (Frog Design) shared a wealth of insights from their experiences in successfully launching and sustaining mHealth projects in a number of countries. For many of these world-class practitioners, this was the first time they had ever presented in an online course like this.
  3. Fewer pilots + design for scale: After the New York Times featured an article last spring entitled The Benefits of Mobile Health on Hold there was certainly a lot of room for debate and critical discussion about “pilotitis”. Patty Mechael noted that one trend she has observed in last year is fewer organizations are starting pilots more are focused on designing for scale from the onset of a project. And finally, Gustav Praekelt shared the amazing work his foundation has undertaken to team up with leading private sector entities in South Africa to achieve scale (1 million+) in fighting HIV and preparing mothers for childbirth.

Three highlights from the course:

  1. Techies + Healthies: We featured a TEDx Talk by Josh Nesbit titled, “Techies + Healthies”, which prompted an insightful discussion about the need to promote more engagement between practitioners from both fields. We also asked participants to reflect on their own orientation on the healthie – techie spectrum.
  2. Zombies, Zombies, Zombies: What would a TechChange course be without a Zombie Apocalypse. This time, participants had to respond to an impending zombie invasion and practice gathering vital health and preparedness data using tools like Magpi, FrontlineSMS, CommCare formhub, OpenDataKit and more.
  3. What a Map! We asked participants to describe the health systems in their own countries and then crowdsourced an interactive Google Map of everyone’s responses. I personally learned a tremendous amount about the challenges and opportunities that exist in other countries through this visualization and am excited to do more of these kinds of activities in future courses.

While there are always improvements to make and things we’ll work to do differently next time, overall, the course was a huge success. But don’t just take my word for it. Of the 30 participants so far who have completed our post-course survey, all 30 said the course fulfilled or surpassed their expectations and 27 out of the 30 said they are likely or very likely to recommend the course to a friend or colleague.

Overview

Recently, I had the opportunity to run an election monitoring simulation for TechChange’s TC109: Conflict Management and Peacebuilding course. Led by Charles Martin-Shields, TC109 taught over 40 international participants how mapping, social media, and mobile telephones could effectively support the work of conflict prevention and management.  Robert Baker taught participants how the Uchaguzi team leveraged crowd-sourcing and Ushahidi, a web based crisis mapping platform, to monitor the 2013 Kenyan elections.

For the simulation activity, my goal was to create a dynamic hands-on activity. I wanted to demonstrate how crisis mapping technologies are being used to promote free and fair elections, reduce electoral violence, and empower citizens. To provide students a realistic context, we leveraged live social media data from the Kenyan elections. Participants walked through the process of collecting data, verifying it, and critically analyzing it to provide a set of actionable information that could have been used by local Kenyan stakeholders to investigate reports of poll fraud, violence, and voter intimidation.

Below I’ll provide a brief history of election monitoring in the context of Kenyan elections and provide a more detailed look at the simulation activity.

Brief History of Election Monitoring and Uchaguzi

uchaguziIn 1969, the Republic of Kenya became a one-party state whose electoral system was based on districts that aligned with tribal areas. This fragile partitioning often generated internal friction during the electoral cycle. The post-election violence of 2007-2008 was characterized by crimes of murder, rape, forcible transfer of the population and other inhumane acts. During the 30 days of violence more than 1,220 people were killed, 3,500 injured and 350,000 displaced, as well as hundreds of rapes and the destruction of over 100,000 properties. 2

Ushahidi was developed in the wake of the 2008 post-election violence. Ushahidi, is a website that was designed to map reports of violence in Kenya after the post-election fallout. However, Usahidi has since evolved into a platform used for crisis mapping, crowd-sourced data gathering, and many other things. Since then, the name Ushahidi has come to represent the people behind the Ushahidi platform. 2

Uchaguzi was an Ushahidi deployment, formed to monitor the 2013 Kenyan general elections held this past March. The Uchaguzi project aimed to contribute to stability efforts in Kenya, by increasing transparency and accountability through active civic participation in the electoral cycles. The project leveraged existing (traditional) activities around electoral observation, such as those carried out by the Elections Observer Group (ELOG) in Kenya.3

Election Monitoring with CrowdMaps

For the simulation activity, we used Ushahidi’s CrowdMap web application. CrowdMap is a cloud-based implementation of the Ushahidi platform that allows users to quickly generate a crisis map. Crowdmap has the ability to collect and aggregate data from various sources likes SMS text messages, Twitter, and online report submissions.

To provide the participants a more realistic context, our simulation collected real tweets from the Kenyan elections that had just occured the prior week. Our simulation aggregated tweets from Uchaguzi’s official hashtag, #Uchaguzi, as well several other hashtags like #KenyanElections and #KenyaDecides. In addition students were tasked with creating reports from Uchaguzi’s facebook page and local Kenyan news sites.

The aggregated information was then geo-tagged, classified and processed by the participants. The participants created reports, which described incidents licrowdmapke instances of voter intimidation, suspected poll fraud, and reports of violence. The CrowdMap platform plotted these reports on a map of Kenya based on coordinates the participants provided during the geo-tagging phase.  The resulting map showed aggregation patterns, which would have allowed local actors to see where certain types of incidents were taking place and respond accordingly.

Conclusion: Going beyond the Technology and Cultivating Information Ecosystems

While technological innovations have made it easier to collect vast amounts of data in real-time during a crisis or an live event, a lot of process and human capital is still required to ensure that the data can processed and acted upon. Prior to the Kenyan elections, the Uchaguzi team established a well-planned information workflow and local relationships to ensure that information was ultimately delivered to the local police, elections monitors, and other stakeholders who could take action on the reports received. This workflow also delineated volunteer workgroups (based on Standby TaskForce’s information processing workflow) which were responsible for different parts of information collection process from Media Monitoring and Translation to Verification and Analysis.

To provide the participants an understanding of the full picture, we had them assume the role of various workgroups. They were challenged to identify how the information would be gathered, verified, classified, and distributed to local stakeholders. Participants followed the official Uchaguzi workflow and learned more about the challenges faced by the various workgroups. For example how would you translate a report submitted in Swahili? How would you determine if a report is true or falsely submitted to instigate provocation? How would you escalate reports of violence or imminent danger like a bomb threat?

Overall, the participants were able to learn about both the technology that enables the crowd-sourcing of election monitoring and the strategic and deliberate structures put in place to ensure an information feedback loop. Participants were able to gain an understanding of the complexity involved in monitoring an election using real data from the Kenyan elections. They were also given an opportunity to recommend creative suggestions and innovations that were sent to the Ushahidi team for future deployments.

Social technology has captured the interest of emergency responders, peacebuilders, and policy makers due to the positive role it has played in disaster response in Haiti, peace promotion in Kenya, social revolution across the Middle East.  In ways that differ from disaster response, though, the politics and narratives of violent conflict demand a more nuanced, risk-averse approach to bringing high-volume communication technologies to the peace making space, especially in kinetic environments.

Emergent technologies such as mobile phones, social media and open-source mapping have had dramatic positive effects on emergency response since Ushahidi was first launched as part of the response to the Haiti earthquake in 2010.  While the emergency response community has embraced these technologies (more or less), the peacebuilding and conflict management communities have been more circumspect.  While there are good reasons for this, at some point a healthy skepticism of these technologies must give way to well thought out integration.  So how do peacemakers in both large organizations and small NGOs do this, given all the political and socio-economic pitfalls waiting in the conflict and post-conflict space?  What’s a lower risk way that small NGOs and individuals can be instrumental in gathering information that can be useful to large organizations like the UN Department of Peacekeeping Operations?

To answer this question we can look to the way that narratives and information evolve in multidimensional peacebuilding contexts.  The days of peacekeepers demarcating an agreed upon line between two parties are over – peace is being built in the middle of ongoing warfare, which means providing humanitarian aid, supporting economic development, and building political structures the can (ostensibly) represent citizens.  The information we need to do this can’t just come from satellites, closed-source intelligence and surveillance systems.  Virginia Page Fortna notes the importance of what the ‘peacekept’ need and want, and we have to reach out to them using channels they have access to.  Even in the hardest conflict zone, people have mobile phones to send SMS messages, they tweet, and they build live digital maps to track events.  This isn’t a replacement for classic closed source technology, it’s a supplement to make sure peacekeepers know what is on their host community’s mind, what people need, and their sentiments about the social and political space.

What communication technology and social media does is provide more individuals with the ability to tell a story.  These stories may be the same as the official account, or may deviate jarringly and in ways that make understanding the motivations of those involved in the fighting (or civilians trying to survive) harder to decipher.  In this space we see a key different between social media and communication technology in a disaster versus a conflict zone, and making the most of the technology requires recognizing this difference: in a disaster we use technology to respond to the situation, in a conflict we have to use it to understand the situation.  While the volume of stories can seem overwhelming if we can learn to listen more efficiently to the information from those we wish to help their stories can start to inform and increase the effectiveness of our peacebuilding efforts.

Just got back from ICTD 2012 down at Georgia Tech, and am excited about the state of the field.  This conference is a gathering for academics and practitioners working in the international development and technology spaces.  We got to see talks about everything from mapping to public health, mobile phone applications and new open source software.  The keynote speaker, the Honorable Omobola Johnson, the Minister of Communication Technology in Nigeria, provided participants with an insightful and inspiring look at Nigerian ICT policy.  Nigeria’s efforts to integrate ICT’s into cross-sectoral governance were highlighted and it’s clear that their strategy is robust as technology continues to play an expanding role in governance and peace.

A few highlights:

  • Ramine Tinati‘s model for tracking and studying interactions and group development in the Twitterverse.  What his model does is show us who the important actors between groups are; while someone might have thousands of followers, what he is finding is that the people who are actually propagating ideas are often unknown users who have shared interests and are retweeting information between the users with large followings.  From a conflict analysis perspective, this could be valuable research because it can help practitioners and policy makers identify the actors who can link two thought leaders and spur new ideas or action.
  • Thomas Smyth and Michael Best’s Aggie software, developed at Georgia Tech, which can analyze social media streams and has been used to track information during elections.  The software allowed a user to filter information, tag valuable data and track patterns in the social networking space.
  • IREX’s Paul-Andre Baran came over from Romania to attend and pointed me to a mapping project in Romania called BursaSpagilor, which is an open source map where users can upload information about where they paid bribes and how much they spent.  He explained that bribery was an accepted part of life in Romania (even if it’s illegal), so the idea was to create a market place where consumers of services could see what the competing rates were for different services in different locations.  While this could be collected and used for prosecution, what was even cooler about it was that the program itself might eliminate the need for legal action.  If services providers know that they are competing for customers and that their bribe is being undercut by a competitor, they will bribe less to keep their customers.  This creates a downward spiral, drastically reducing or possibly eliminating bribery.

These were only three of the many cool papers and products presented at the conference.  The fail faire was also fantastic, and a great deal of learning was done as we all discussed our mistakes and lessons learned working in the ICTD field.  I’d strongly encourage anyone working in this space or interested in what is happening with technology and social change to attend the conference next year.  It’s going to be in Cape Town during the Southern Hemisphere summer, so if nothing else it’s going to be a fantastic location!

Rather, it is more often “How can I sell millions of copies of this in the Apple App Store?” or “How soon will I be able to sell this to a venture capitalist and use the money to buy my I Am Rich app“.

The Exchange 2.0 conference at the U.S. Institute of Peace on 4/27 offered a stimulating discussion that centered on using new technologies to further cross-cultural learning. While it was clearly conveyed that face-to-face study abroad programs are one of the best vehicles for promoting cross-cultural understanding, the reality is that many people (especially more disadvantaged students) may never have these opportunities. In an era when American young people need to know more than ever about our world and the people in it, the best estimate is that less than 2 percent of Americans enrolled in higher education participate in study abroad programs. Even then, the majority go to Europe. (more…)

For the frustrated governance advisor, exasperated force commander, and perpetually under funded election observer the notion that technology can solve our problems is a tempting one. But as Dr. Raul Zambrano of the United Nations Development Program (UNDP) and Dr. Matthew Levinger from the U.S. Institute of Peace (USIP) point out, the challenges faced by development and peace making professionals can only be solved by human ingenuity, social awareness and ethics. Mobile technology is only a means to more efficiently achieving this end. (more…)
