A few weeks ago, my colleague Yuting Liao and I had the opportunity to attend MERL Tech—an industry conference of sorts designed to bring together M&E practitioners, researchers, technologists, and development professionals—on behalf of the Monitoring, Evaluation, and Learning (MEL) team at the National Democratic Institute (NDI).

At NDI, the MEL team is always on the lookout for innovative M&E practice that can be effectively applied to the democracy and governance sector and this event seemed like an excellent opportunity to explore the “big ideas” and partake in a larger discussion: what can information and communication technologies (ICT) offer to monitoring, evaluation, and learning work as the pressure to integrate ICTs into many aspects of development programming continues to rise.

Offering nearly thirty presentations, the event provided us ample opportunity to sit back and revel in the opinions of the experts, as well as contribute meaningfully to roundtable discussions and collaborative brainstorming activities. As such, these are the five takeaways:

1. More data does not necessarily mean more learning

ICT can make data collection easier, however, it’s crucial to ask the question: is this the data we need? “Big data” is enticing and a common mistake of the novice researcher is: let’s collect as much data as we can. But will that data answer your evaluation questions or will it simply be distracting? While collecting larger volumes of data could certainly result in unexpected observations, if data collection is not strategically tied to your evaluation questions, it does not necessarily lead to better learning. Quality is more important than quantity.

2. ICT can increase the level of risk for the subjects of the evaluation

Data hacks happen, so start by being scared. Whether we want to admit it or not, ICT implementations introduce additional risks to M&E work, particularly when it comes to privacy and data security. And yet, too often M&E practitioners don’t address the risks until after a breach happens. Worry about this in advance and create a threat model to assess assets, risks, and vulnerabilities.

3. Be a data-led organization, not just data-driven

While ICT does help improve data accuracy, organizations that embrace a “data-led” mentality will empower their users to strive to better understand data and incorporate it into their decisionmaking processes. Successful learning initiatives rely on better interpretation and analysis of data, and ICT for evaluation is useless without capable analytical and sector experts.

4. ICT can expand your sample size, but be mindful of the unexpected challenges in sample bias

When collecting data, ICTs can expand the reach of your evaluation efforts, creating opportunities to capture data beyond the traditional “beneficiaries” of a program. However, the “digital divide” may perpetuate the issue of sample bias, and your results may be valid only for those segments of the population with digital access.

5. There’s no ICT “quick-fix” to improve monitoring & evaluation

While it’s possible to achieve a high level of methodological rigor through carefully designed ICT studies, it’s not always easy to do so—often being technically complex, expensive, and time-consuming. Most importantly, effective ICT is built on sound monitoring & evaluation strategies, and incorporating ICTs into M&E requires long-term institutional commitment and evaluation capacity development.

Despite the wide breadth of content, there was a common theme: “It’s ok to reinvent the wheel, not the flat tire.” These words spoken by Susan Davis during a five-minute “lightning” presentation, struck an unexpected chord with the audience, attendees and presenters alike. Whether these are words of comfort for the tech-timid or caution for the tech-tenacious, Davis pointed us all to the indisputable fact that it’s okay to look to new technologies to address old problems in development as long as we are all aware that any new process, tool, or approach has just as much potential to fall flat as did their predecessors. The successful integration of M&E and ICT is fully reliant on sound monitoring and evaluation strategies and realistic expectations.

The crisis that broke out in South Sudan in December 2013 has multiple root causes. A broken sense of national identity and lack of trust in the state at the national level, coupled with intercommunity grievances and mistrust, as well as high level of individual trauma and frustration have resulted in 22 months of a conflict that killed an estimated tens of thousands of people and displaced more than 2 million. South Sudan gained its independence in 2011, yet the cycle of violence stretching back to the First Sudanese Civil War in 1961 continues today. It is in this environment of violence and war that peacebuilder Zacharia Diing Akol was born.

It was a long path for a child in war-torn Jonglei State to become a researcher who shapes the growth of a new nation. At the age of 11 Zacharia left his family to cross into Ethiopia by foot, traveling with groups of other children and young men, all fleeing the Second Sudanese Civil War. His personal journey has taken him around the world and back to South Sudan, where he now works as a Senior Policy Analyst at the Sudd Institute in Juba, supporting good governance and policy as part of what Zacharia calls the “collective journey” to build South Sudan.

When Zacharia first returned to South Sudan, he intended to stay for two weeks, but quickly became convinced his skills as a policy expert and researcher were needed to support the fledging nation. As Zacharia says, “It is a once in a lifetime opportunity to be older than your country, to raise it and help it grow.”

Zacharia believes data can effect positive change by helping people, organizations, and governments make better choices. The pursuit of this belief drove him to co-found the Sudd Institute.

The Sudd Institute is an independent research organization premised on the belief that public policy, especially in this key historical moment of state building in South Sudan, must be informed by reliable data, objective analysis, and thoughtful debate. Backed by data and evidence, Zacharia and the Sudd Institute make policy recommendations to the new government.

For Zacharia, giving solid evidence-based recommendations is the best way to effect smart and responsive policy. Furthermore, Zacharia believes evaluations are for posterity, that they capture the realities of the new country – he says, “People will look back in the future and ask, what were they thinking? What were they doing? The work of the Sudd Institute will help people understand what was going on during this time in South Sudan.”

Zacharia hopes that his work will inspire other civil society organizations so that evidence-based policy recommendations become the norm in South Sudan. The next project for Zacharia and the Sudd institute is to include trainings for CSOs so that local organizations can provide their own recommendations for action, and policy advocacy efforts across South Sudan may be strengthened by evidence. Through sharing information and skills, Sudd hopes to make their goals and impact sustainable. By empowering more groups to engage in evidence based advocacy, the institute’s work strengthens public policy lobbying power to inform government decisions.

The Sudd Institute also works though public research publications, including a weekly review, monthly brief, and quarterly special report. These publications aim to give everyone – from civil society organizations (CSOs) to government officials – the research they need to make informed decisions about the trajectory of South Sudan. Moving forward, the Institute is increasing the influence of their work by forming more direct relationships with CSOs using their publications.

These goals are especially important in South Sudan because as a new country, that was formed by and continues to be defined by conflict, “It is not just important to end conflict, it is about HOW you end it. The process is as important as the ending.” Zacharia sees that there must be a collective effort to address the issues candidly with honest data and evaluation, because he says the country has this choice: “deal with the issues, or the issues will deal with you”.

He is currently working on M.Res./Ph.D. in political science at the London School of Economics. Diing’s research interests include the role of civil society organizations in peacebuilding, traditional leadership and democratic governance, post-conflict reconstruction, faith and public policy, and the dynamics of civil war. On November 3, 1961, John F. Kennedy’s universal call to fight poverty was formalized in the creation of the US Agency for International Development (USAID). Today, the rising cost of education means only a select few can answer that call. At USAID and implementing organizations, higher levels of leadership are mostly closed to those with only a bachelor’s degree. An elite master’s degree is especially costly—a two-year master’s in public policy from Harvard’s Kennedy School costs $154,688.

Students passionate about building a better future are increasingly being asked to mortgage their own in return. Students share the growing burden of student debt across the country: The median level of indebtedness for a Master of Arts degree jumped from $38,000 in 2004 to $59,000 in 2012, after adjusting for inflation. But the ability to repay debts is not equal across fields: Social workers are, in comparison, highly unlikely to make a salary sufficient to repay those debts without hardship. The result is that students are getting squeezed between inflated education requirements and constrained salaries at a time when the world most needs them to tackle complex global challenges.

To overcome the barriers of insufficient access to education, universities are turning to massive open online courses (MOOCs) to teach about sustainable development. For example, Wesleyan developed How to Change the World, Stanford created Mobile Health Without Borders, and even UC Berkeley has a new initiative to build a Philanthropy University with Acumen and NovoEd. But scaling a lecture hall through video content is easy; it’s creating an affordable and effective classroom experience that’s hard.

Further progress will require a revolution in online pedagogy as much as improved technology, or possibly even an unbundling of the graduate degree from the traditional 40 three-credit courses. As employers better identify the discrete skill sets and competencies they need, students will be empowered with clarity about where they want to spend their time and money to enter the workplace. Education and accreditation have never been more important for workplace success, but the in-person college experience may soon become an unaffordable luxury.

At TechChange, we believe that we can achieve a guided student experience, a network of dedicated alumni, and an expansion of career opportunities all online. Fortunately, our students believe the same. In the last month, we’ve seen record enrollments in our new low-cost online diploma program, with more than 120 applicants from more than 40 countries already signing up for our 16-week program on technology for monitoring and evaluation. These students come from organizations and governments such as UNICEF, Mercy Corps, Peru, and the World Bank. Employers have similar confidence in this model; several are sponsoring group enrollments in the diploma program.

Online educators have much to learn from one another. In building out the program, we have drawn heavily from in-person and online models of education that are pushing boundaries, including:

  • Amani Institute: Has a five-month post-graduate certificate program in applied skills for changing the world (now in Kenya and Brazil).
  • General Assembly: Known for its intensive, 12-week boot camps in computer programming and design, and has a great track record at placing graduates in better-paying jobs.
  • Khan Academy: Set the standard for engagement in online learning through quality content and personalized learning paths.

There is no clear answer to the problems of unsustainable careers in sustainable development. Universities are expensive, and these jobs are highly complex. However, by unbundling the graduate school experience, and examining how we can recreate and improve it online, educators might just find new methods for launching the next generation of development practitioners unburdened by lifelong debt.

Last week, the United Nations hosted the Sustainable Development Summit in New York and convened interactive dialogues on six themes including ending poverty and combating climate change. Perhaps it’s also worth discussing how we ensure that the careers of the people required to address these problems are also sustainable. Rethinking graduate school seems like a good place to start.

We’re excited to announce that applications for TechChange Summer Fellowship 2016 are now open! This summer, we hosted our first class of tech fellows at the TechChange headquarters and are looking forward to our next class.

The fellowship is open to recent graduates and rising college juniors and seniors. The fellowship provides practical training in web development as well as a unique exposure to a range of applications and organizations using technology to tackle a variety of global challenges — from creating prosthetic limbs with a 3D printer to combating malaria with mobile devices.

As a fellow, you will spend three months designing and implementing a web development project related to education, technology, and social good. TechChange staff will provide training, mentorship, and a series of events to support you in this process.

Today, we’re excited to share an interview with TechChange alum Ladislas Hibusu! Ladislas has completed 5 courses and is currently taking his sixth. Learn more about his journey and how TechChange has impacted his career below.

1.  What got you interested in taking TechChange courses?

I first heard of TechChange from a colleague who was a TechChange alum. At the time, I was grappling to understand my new role as a Global Health Corps (GHC) fellow at a local NGO that was dealing with behavior change. My new position meant that I had to have certain skill sets if I were to succeed. It was around that time that my colleague shared TechChange’s TC111: Technology for Monitoring and Evaluation course. After reviewing the course content, I jumped at the opportunity to sign-up.

2.  After completing your first course with TechChange, what made you enroll in more courses?
After taking TC111: Technology for Monitoring and Evaluation, I was particularly fascinated with the themes, exercises, case studies, featured articles and reading materials but most importantly the top-notch industry experts from the live sessions who provided great insight on real-time trends. The recorded videos have also been a useful tool for expounding on themes such as mHealth, mAgric, mEducation, mFinance and other topics. The industry experts such as Joel Selaniko gave great insight into their area of expertise. However, TechChange facilitators like Norman, Kendra and Jennifer will tell you that what I am particularly passionate about are the great tech tools and platforms that are a big piece of the course. The unique nature of the tools and the way the recorded and live demos are presented is something anyone wanting to go further in their career could not resist.
I have positioned myself as a competitive data engineer not with a degree in an engineering field, but with the willingness to learn and lean on the shoulders of the experts that these TechChange courses have introduced me to.

3.  How have TechChange courses impacted your career?
The most significant impact that TechChange courses have offered me are the skills that have translated into making me competitive in the job market. While taking TC111, I was engaged as a Data Quality Consultant in an end-line evaluation of the project impact. Immediately after, I was hired as an independent Technical Monitoring and Evaluation consultant with two reputable international NGOs. Sooner rather than later, all I will need in my work life will be my eyes, head, hands, a mobile phone, laptop with Internet connectivity and the appropriate state of the art software. I will have earned my reputation of “getting jobs done” beyond the hire’s expectation.

4.  What is your advice for other participants taking a TechChange course? How can they get the most out of it?

Research broadly: Go beyond the course content, especially in their areas of interest, as this will enable them to know exactly what to ask from the expert speakers in order to get the maximum benefit.

Utilize the networks/connections: TechChange connects us to global experts and thought leaders in their own areas. For instance, I found that the project that one of the experts and TechChange alum Mira Gupta was working on was similar to what initially drove me into taking the TechChange courses. Engage with other participants too as they have a wealth of experience on this topic. I have received valuable resources out of the TechChange platform from the colleagues I met via the courses, which have been a great boost to my career.

The possibilities for 3D printing are endless. While this may scare some of us, the potential for innovation is exactly what excites us here at TechChange! Imagine being able to quickly manufacture reconstruction materials for disaster response, 3D print homes in refugee camps, or 3D print a human heart to save a life.

But this cutting-edge innovation can also seem difficult to wrap your head around. How does it work? How do you begin? Here is an example of how an idea can become a product through 3D printing:

Dr. Boris Paskhover at the Yale School of Medicine saw a need for a portable transnasal laryngoscope with image and video capture capabilities. A transnasal laryngoscope is a handheld medical device that allows Ear, Nose, and Throat (ENT) physicians to examine a patient’s voice box and diagnose and treat ENT disorders (such as cancer of the throat or thyroid). But the equipment that captures images and videos from a laryngoscope, an endoscopic tower, is expensive and difficult to transport, making it infeasible for use outside of a hospital setting.

Dr. Paskhover imagined an easier way to visualize the results of a laryngoscope examination. By using his Phone camera and an app called Luma to produce higher quality video and pictures, he could see the results anywhere. To start with, he created a makeshift attachment to secure a laryngoscope to his iPhone case. But ideally, he imagined a more robust solution for his work in rural settings outside the U.S.

Design
He worked with Sara Pitcairn, TechChange’s Co-Director of Instructional Design, during her senior year at Yale University to bring his idea to life. Through an iterative, human-centered design process, Sara modeled, prototyped and 3D printed an iPhone case with an interface aligning the eyepiece of a laryngoscope with an iPhone camera. The iphone case allowed Dr. Paskhover to capture high-quality photos and videos of his exams with patients without the need for an endoscopic tower.

This is one of many examples of how 3D printing is helping fill gaps that exist in healthcare. There are countless applications in other fields, and especially in disaster response and international development.

In a previous post, we wrote about why global development practitioners need to be data skeptics. One of the many reasons that we need to be skeptical about the data we are collecting is the biases that are incorporated in the data. The data bias is especially significant when it comes to gender data. Women and groups that don’t identify with binary genders are largely missing or misrepresented in global development data.

Data is a crucial component of any program or intervention. It justifies the need for a specific program, show its effectiveness, and allows us to improve it through evaluation. But this important information tells us little if more than half of the population is missing or misrepresented, so we need to start looking at data with a gender lens.

Data on women raises awareness of women related issues

With 62 million girls not attending school worldwide, the U.S. government was able to justify their “Let Girls Learn” initiative. This initiative was announced in February and is aimed at making education a reality for girls around the world. USAID is one of the agencies involved in the government-wide initiative and have presented their approach with data to support it.

But there is still a problem getting good data on women. GSMA’s 2015 Bridging the Gender Gap Report highlights two systemic barriers to mobile ownership and usage for women:

  1. lack of disaggregated data and
  2. lack of focus on women as a market.

However, we need better gender data for more than just the economy. Oxfam conducted a household survey on the gendered effects of the December 26, 2004 tsunami that hit several Asian countries. Women were found to be more severely affected than men. Despite the need for better gender data in the field, it is not always happening. Lack of data on women leads to lack of awareness of issues related to women and consequently, lack of programs designed to tackle those issues.

Survey design can promote non-binary gender inclusion

The problem of gender and data bias gets even more complex when we talk about non-binary genders. Twitter, for example, determines its users’ gender based on data it analyzes from tweets. There are only two gender options: male and female, and users cannot choose to opt out from automatic gender assignment or manually choose their gender. By the simple fact that Twitter is using a gender binary of male/female, individuals who do not identify with a binary (e.g., transgender individuals) or have anatomically mixed sexual characteristics (i.e., intersex individuals) are ignored in the data.

It is important to ask questions about gender on a survey to improve interventions. Instead of restricting gender to a binary, a third option to opt-out or define oneself as ‘other’ can be instituted. When appropriate, additional questions can be used to determine whether practice and self-identification fit into pre-defined categories.

Data must represent local gender categories

It is also important to localize the survey where gender categories and practices may vary. India acts as a good case study for the difficulties in language for demographic purposes. India initially provided three gender options: male, female, and eunuch on its passport forms. However, these three categories marginalized other transgender populations, so in 2014 Indian courts changed the category of ‘eunuch’ to ‘other’ on the election ballots. This simple change in language not only promotes the human rights of India’s non-binary gender individuals, but also provides better data on its non-binary gender communities.

The hijra are a transgender community that has existed in South Asia for over 4,000 years. Along with a few ‘Western’ countries, at least four South Asian countries — Nepal, India, Pakistan, and Bangladesh — recognize a third gender in some legal capacity.

Global development is moving forward with programming for non-binary gender communities. The Swedish International Development Cooperation Agency put out an action plan for working with lesbian, gay, bisexual and transgender (LGBT) issues from 2007-2009. Last year USAID announced its LGBT Vision for Action, a general roadmap of how the donor would support non-binary gender communities. As programming for non-binary gender communities continues and increases, we need to think closely about the language we use and how we collect data on gender to create effective, data-driven interventions.

With development becoming more data driven, the data we collect and the biases we include in the data are having a larger impact. Technology can make these biases more entrenched through features like data validation. Even though data validation is important for survey collection–it limits responses to particular choices or data types (e.g., phone numbers)–it also restricts options based on the choices of the survey creator and can marginalize groups whose identities are not included or allowed as a valid option. Going forward, we need to be careful we are not unintentionally marginalizing other groups or genders with the data we collect.

Dianna Kane, Senior Designer, and Maeghan Orton, Africa Regional Director, are frontwomen for the Skoll Award Winning nonprofit, Medic Mobile. The groundbreaking technology company is now helping 9,000 health workers in 20 countries reach more people using mobile tools. They’ll be sharing their experience on April 3rd as part of the TechChange course, “Mobile Phones for Public Health”, this Friday.

Attendees of the course will be introduced to the pieces that make up a successful Medic Mobile mHealth partnership. These must be present for a project to be successful, sustainable, and lead to scale.

  1. Tools – Choosing the right tool is not as intuitive as it sounds. You need to employ empathy, human-centered design, and a lot of logic to know what to build for a specific community.
  2. Strategy – Invite the Ministry of Health and other government bodies to get involved early; they can be your greatest advocate and help support your project into the future.
  3. Funding – Your project needs to be secure in its funding in order to continue. You may need to employ creative ways to ensure a projects can sustain itself.
  4. Continuous Design – Your mHealth program needs to keep evolving as the project and user needs change.

Participants will also learn from Medic Mobile’s vast experience employing human-centered design. “Users are at the center of everything we do,” says Dianna, “Our process begins when we sit down with community health workers, nurses, patients, and community members.”

When we interviewed Nobel Peace Prize winner, Muhammad Yunus, at the 2013 mHealth Summit, he said that mobile phones are the “Aladdin’s lamp for healthcare”, a statement that still rings true today. Two years after that interview, we take a look at how digital health is beginning to expand beyond mobile phones. Mobile phones – especially smartphones – have been revolutionary in health care, especially in developing countries. With budding industries like add-ons to smartphones and wearable tech, the mHealth landscape is evolving.

Here are 5 digital health tools that extend beyond the mobile phone:

1. Pre cancer screening phone attachment

In areas of the world with high amounts of tobacco consumption and limited access to affordable dental care, oral cancer is a major concern. Oral cancer can be prevented with early detection and to equip rural health workers, the OScan team at Stanford university has developed a screening tool that mounts on a camera phone and conducts screenings for oral lesions. The data can then be transmitted to dentists and oral surgeons for assessment. OScan is in the process of conducting field tests with grants from Stanford, Vodafone Americas Foundation, and previously received funding from the mHealth Alliance.

2. STD testing smartphone attachment

Columbia University researchers have created a dongle (an attachment with a specific software) that can plug into Androids or iPhones and conduct tests for HIV and syphilis in about 15 minutes. The attachment costs $34 to manufacture, unlike the current method of conducting these tests in labs which can cost nearly $18,000. The dongle was recently tested in Rwanda on 96 patients and is still under development to improve its accuracy before doing a bigger trial run.

3. Ultrasound attachment for smartphones

Seeing how an infant is developing during pregnancy allows any dangers to mother and baby to be addressed at an early stage, and is important to reducing mortalities related to pregnancy and birth. Urban hospitals may be equipped to provide ultrasound services to pregnant women, but it is difficult to extend these services to rural communities. To make ultrasound imaging accessible to everyone, MobiSante, Inc, an imaging technology company has developed a “smartphone based ultrasound device that allows health workers to perform ultrasounds anywhere and share the images via secure Wi-Fi, cellular networks, or USB.” With this attachment, the benefits of ultrasound services can be put in the hands of community health workers in even the most remote clinics.

4. Sensory patch for remote patient monitoring

USAID recently launched the ‘Grand Challenge’ calling for innovative approaches in the fight against the ongoing Ebola crisis. One of the two innovations unveiled at SXSW ‘15 is the multisense memory patch or Smart Band-Aid. It’s a flexible patch that takes a patient’s baseline vitals and measures the changes from the baseline remotely. The vitals can be measured from outside the hot zone, or area containing active ebola cases, as the patch uses a USB cable to transmit data (the final version will use Bluetooth). With 7 – 10 hours of battery life, it costs $100 and is disposable. Wendy Taylor, Director of the USAID Center for Accelerating Innovation (pictured above), calls the smart band-aid a game changer!

5. Data Collection Necklace for Infant Vaccinations

Developed to address the challenge rural clinicians and parents face in documenting children’s vaccination records, Khushi Baby stores children’s medical history in a digital necklace. After winning the Thorne Prize for Social Innovation in Health in 2014, this Yale University classroom project has become an organization and has conducted a successful field test in the village of Mada Daag, India. When vaccinations are administered, the healthcare worker can scan the necklace with their Khushi Baby app on their smartphone to transfer vaccination data to the necklace. The data is also automatically uploaded to the cloud once the healthcare worker returns to the clinic. Parents then receive automatic voice calls reminding them about vaccination clinics and during their next visit, the healthcare worker simply scans the necklace of the baby to see which vaccines are due.

As amazing as mobile phones and these new attachments and wearables are in global health, these new technologies also raise important issues. For example, when it comes to wearables, battery life can be an issue. Erica Kochi, a senior advisor at UNICEF noted that internet connectivity has beat electricity to many rural parts of the world, so access to electricity may still be minimal or non-existent in parts of the world where wearable tech can help. While finding better ways to collect more data is vital in healthcare, data privacy and security is increasingly becoming an important concern as we are realizing that there is too much data to manage.

The overall issue of practicality is another concern. Are these innovative solutions practical, cost-effective, and cost-saving?
