Some 85 percent of the world population has access to Internet nowadays. An increasing number of users venture online with a mobile device – smartphone or tablet – rather than with a PC. About 25 percent of the world population uses social media, while three-quarters of the online population uses one or more social networking sites. The unprecedented pace of technological advance over the past years, gave millions of people around the world the opportunity to use internet, social media platforms and mobile phones not just to consume information but also to produce it. The increasing sense of empowerment that social media lends its users, regardless of where and who they are, has led to a number of “social media revolutions” credited with toppling governments and totalitarian regimes around the world.

The Arab Spring is often heralded as one of history’s biggest social media victories. This wave of protests began in December 2010 and proceeded through 2011 as rulers were forced from power in Tunisia, Egypt, Libya, and Yemen, and protests broke out in other countries in the region, including in Bahrain, Syria, Algeria, Iraq and Jordan, to name just a few. While there was no cohesive campaign or strategy at grassroots level, social media played a crucial role during this time, allowing individuals to organise themselves, communicate and voice their complaints publicly. Many contributed to the virtual protests as well as the physical ones through the use of social media. Combined, these efforts caused governments to take notice.

The Internet and new technologies are increasingly influencing not only the way people respond to and recover from conflicts, but also the way they further engage in conflict transformation and peacebuilding. Part of creating communities that can advance peacebuilding is harnessing the power of technology to bring people together, promote conflict management and resolution, and create the public will to change attitudes and behaviours.

New tools for monitoring violence, sustaining dialogue during peace processes, and localising peacebuilding efforts have emerged in recent years as access to mobile phones and internet has increased worldwide. The outreach of these tools goes well beyond the conflict resolution expert circle, enabling people around the globe to share first-hand witness reports of violence, social unrest, human rights infringements, election fraud, political instability, etc. and become agents of change within their own communities. This collaborative approach is known as ‘crowdsourcing’ (i.e. crowd + outsourcing).

In early 2008, in the midst of post-election violence, Kenyans have for the first time used the Ushahidi open-source platform (Ushahidi is the Swahili term for ‘witness’ or ‘testimony’) to collect, visualise and interactively map eyewitness accounts of violence incidents (which would have otherwise remained largely unreported by media, government or police).

The Syria Tracker Crisis Map is another impressive crowdsourcing effort launched shortly after the protests began, in April 2011, to collect citizen reports on human rights violations and casualties. Combining automated data mining and crowdsourced human intelligence, the Syria Tracker provides a continually updated list of eyewitness reports from within Syria, often accompanied by media links; aggregate reports including analysis and visualisations of deaths and atrocities in Syria; as well as a stream of content-filtered media from news, social media (Twitter and Facebook) and official sources. This approach could provide a powerful means to assess the human cost of war in Syria.

CrisisNET is another tool which harnesses ‘big data’ coming from social media to map violence. Their Syria mapping is as accurate as the one BBC did with reporters on the ground.

There are several ways in which today’s social media can be leveraged to prevent and manage conflict. Early warning is critical for early response. Permanent conflict monitoring for real-time awareness can help inform appropriate and timely interventions. Likewise, social media can provide real-time feedback on what works and what doesn’t, thus serving as a complementary channel of information for impact evaluation. Finally, as the Arab Spring mobilisation has clearly shown, social media can facilitate self-organisation for early response. Needless to say, the capacity to self-organise also renders conflict prevention networks more resilient. In other words, social media can be used to power civil resistance in nonviolent movements that seek to end oppression and bloodshed. As one Egyptian activist reported during the revolution, “We use Facebook to schedule the protests, Twitter to coordinate, and YouTube to tell the world.” Social media can be similarly leveraged to facilitate a resilient people-centered approach to conflict prevention.

What does the rise of #YesAllWomen mean for social change?

In our last post on #BringBackOurGirls, we examined whether social media activism could free girls who had been kidnapped in Nigeria. With the rise of #YesAllWomen, it’s worth exploring whether social media can improve the lives of women and men everywhere in shifting social norms around gender.

Less than a week after the killing spree at the University of California Santa Barbara, a torrent of more than two million tweets have been shared containing anecdotes, stories, and outcries against misogyny, sexual harassment, and violence against women.

Why has #YesAllWomen gained so much media attention? It can be argued that the #YesAllWomen hashtag has built off continuing momentum of other initiatives that have women (and some men) speaking out against misogyny in its many forms. A provocative article from TIME Magazine in April 2014, nearly a month before the UCSB murders, was a critique of the #NotAllMen argument, setting the stage for women to share how sexual harassment and misogyny are frighteningly common experiences that women face on a regular basis. Foreign Policy’s piece on “What do #YesAllWomen and #BringBackOurGirls have in common?” highlights:

“[…]the global Internet has during the last month seen an incredible outpouring of support for the full equality of women. Even if the two hashtags fail to end misogyny and free the kidnapped schoolgirls, they surely represent a step in the right direction in advocating for a better reality for women.”

Here is a heat map visualizing the use of #YesAllWomen hashtag on Twitter, showing the start of the hashtag in the U.S., in comparison to Nigeria, where the #BringBackOurGirls hashtag began.

Related campaigns using the hashtags #everydaysexism and #rapecultureiswhen have both been used in similar efforts to shed light on misogyny, as discussed in CNN’s article on “Why #YesAllWomen took off on Twitter.” Campaigns across U.S. campuses have also been pressuring universities to address sexual assault on campuses, as mentioned in the Chronicle of Higher Education.

What will be the ultimate impact of #YesAllWomen? Will this social media momentum change ingrained cultural norms of sexism across society? It did, at least for Kenneth Curtis, a man who described his reaction to the #YesAllWomen tweets:

“The courageous voices I saw on #YesAllWomen burst my bubble in all the good ways. They shed a light on my ignorance. They also shed a light on the work we men have to do. This is how change happens. Shed a light on the problem. Now let’s rally to fix it.”

But what about the societies where women cannot speak out as openly on social media due to censorship or lack of access to technology? With #YesAllWomen, social media has succeeded again in being a tool for raising awareness on a social issue, but it will continue to be a long journey to shift entrenched cultural norms.

Running a variety of programs – from the publication of one of the first online magazines to cover political, social, economic and cultural issues in the region since 1999, to providing young reporters with intensive training on best journalistic practices  – TOL has been a regional leader on media and democracy building efforts.

Bringing their expertise on media and journalism development to their target region through our eLearning environment, TOL will be running their course: “Reporting on Education,”  adapting a course that the Guardian Foundation originally created for TOL and the BBC’s iLearn platform. And though journalist training is a broad endeavor, even when focusing on a particular region, we’re hoping that this course will help to not only train journalists, but also to elevate national and regional policy dialogue on the issues of educational reform, open governance and democratic accountability.

This new institutional relationship and course topic comes at a time when the role of the media in promoting such topics is an ever salient issue, particularly in Eastern Europe. Over the past few months, the Kremlin has tightened control over various aspects of civil society and acted to counter what it views as foreign interference in Russia’s sovereign affairs, moves that included booting USAID, a key funder of media training and other efforts, out of the country.

TechChange has helped organizations address these challenges and co-authored a piece in the Huffington Post (USAID’s Eviction From Russia: An Opportunity for Online Learning as E-Development) expressing that:

“there is reason to believe that using widely-available technology, democracy promotion organizations have the potential to greatly influence dialogue by amplifying local practitioner voices, and giving domestic organizations a channel for collaboration with international experts.”

This is where we are hoping that our partnership with TOL will further distribute valuable content – including across closed or semi-closed borders – and build up the capacity of a core group of journalists to report in an informative and engaging way on the sometimes complicated field of education. After all, the task of training journalists in this case isn’t geared just toward building a better media, but also a better, more equitable education system and more modern and democratic societies. We’re hoping that this first course will be yet another worthwhile addition to this process.
