Put the platform in your proposal
Drafting a concept note, a full technical application or a budget narrative? This page gives you language you can adapt for how your training will actually be delivered: the approach, the people, the MEL plan and the budget lines. Free to use, and yours to edit.
The platform in a nutshell
If you need one paragraph and nothing else, take it from here. Three lengths, because page limits vary.
Standard description
Vendor and partner descriptions, concept notes, capability statements
The TechChange AI Learning Platform is an AI-enabled learning management system that brings self-paced courses, custom interactive activities and live cohort sessions in Kolab into one environment, delivered by TechChange, a US-based social enterprise that has trained more than one million learners since 2010.
Naming. The TechChange AI Learning Platform, with Kolab for live sessions. Kolab is one word with a capital K. If your funder asks for a letter of commitment, see block 12.
Where you are in the process
Different stages need different amounts of detail. Bracketed fields are yours to fill in, and everything here is meant to be edited rather than pasted untouched.
Full application
Blocks 1 to 6 for approach, engagement, AI, inclusion, MEL and sustainability. Block 7 for staffing.
Budget and compliance
Block 8 for the budget narrative, block 9 for data protection, block 12 for the partner letter.
Before you submit
Send us your platform section or budget line. We'll review it at no charge and confirm anything you need in writing.
Twelve language blocks
Click any block to open it, then click any [highlighted field] to type your program's details. Matching fields fill in together across every block and carry through into the downloads. Fields in red must be confirmed with us before you submit.
Delivery approach
Technical approach, methodology, program design
[Program name] will be delivered as a blended cohort program on the TechChange AI Learning Platform. Over [number of weeks] weeks, [number of participants] participants will complete self-paced modules and join live working sessions in Kolab, where they apply each module to their own context with peers and a facilitator. The same activities run in both settings, so what participants produce live becomes the starting point for the next self-paced step.
Completion rates. The 60 to 80 percent range reflects TechChange's facilitated cohort programs. If your funder expects a target, set one for your program rather than quoting the range as a guarantee.
Learner engagement and interactive design
Technical approach, participant engagement, innovation
Rather than relying on video and reading alone, each module includes at least one interactive activity designed for the program's context, such as a branching scenario, a prioritization exercise or an anonymous poll with a group reveal. Activities are built in [organization]'s branding and in [languages], and can be revised quickly as the cohort's needs become clear.
AI-assisted development and operations
Innovation, efficiency, use of technology
TechChange uses AI tools to speed up course development, translation and program administration, with every output reviewed by a member of the delivery team before it reaches participants. The platform can be operated through standard AI assistants using the Model Context Protocol (MCP), so routine tasks such as enrollment, reminders and progress reporting take minutes rather than days of staff time.
Pair with block 9. Naming AI tends to pull reviewers straight into data protection questions. Use this block together with block 9 so the capability and the safeguards arrive at the same time.
Language access and accessibility
Inclusion, gender and social inclusion, accessibility
Course content will be available in [languages], with captions and transcripts for all video and live sessions. The platform is Section 508 compliant, supports right-to-left scripts and works on mobile devices and low-bandwidth connections, so participants can take part fully regardless of location or ability.
Monitoring, evaluation and learning
MEL plan, results framework, reporting
The platform records enrollment, progress, activity completion, assessment results and live session attendance for every participant. This data feeds a program dashboard shared with [organization] and can be exported for reporting against the program's indicators.
Sustainability and ownership
Sustainability, exit strategy, local ownership
All course content developed for [program name] belongs to [organization] and can be exported at any time. Because content can be updated without specialist software, [organization] staff can maintain and rerun the course after the award ends, independently or with optional support from TechChange.
Staffing and learning support
Management plan, key personnel, staffing
TechChange will provide a dedicated instructional designer and interactive developer to design and build the course over [number of weeks] weeks, working from [organization]'s subject-matter content. The team will lead a design workshop with stakeholders, produce a storyboard for review, build and test all modules and interactive activities, and hand over a finished course with training for [organization] staff to run it.
Budgeting. Staff these as professional services, on a separate line from the platform license. See block 8. If your funder requires key personnel CVs, ask us and we will name the team.
Budget narrative
Budget justification, cost effectiveness
Platform license: [amount] for [duration], covering hosting of the course, live sessions in Kolab, certificates and reporting for up to [number of participants] participants. Learning support services: [amount], covering [instructional design, facilitation and learner support] as described in [section].
Ask for a costed line item. Send us the shape of the program and we will return figures for both lines, pro-rated to your period of performance.
Data protection and security
Data management plan, safeguarding, IT compliance
Participant data will be collected only as needed to deliver and evaluate the program, encrypted in transit and at rest, and hosted in [CONFIRM: hosting region]. The platform completed a full security audit in 2026, and [organization] can export or request deletion of participant data at any time.
Red fields. Anything highlighted in red must be confirmed in writing by TechChange before you submit. Ask us and we will reply the same or next business day.
Partner description and past performance
Partner profiles, organizational capacity, past performance
TechChange is a US-based social enterprise, founded in 2010, that designs and delivers technology-enabled training and convenings for global health and international development. It has trained more than one million learners and delivered over 1,000 courses and events in more than 90 countries.
Naming clients. The organizations listed here are cleared for proposals. For a named reference contact or a specific past performance write-up, ask us first.
Rationale for platform selection
Vendor justification, sole source or selection rationale
The TechChange AI Learning Platform was selected because it combines self-paced courses, custom interactive activities and live cohort sessions in one environment, supports [languages] and low-bandwidth access, and comes with a delivery team experienced in [sector] training. This reduces the number of tools participants must learn and the integration work required of program staff.
Letter of commitment
Annex, partner letters of support or commitment
Dear [funder or review committee],
TechChange is pleased to confirm its commitment to [lead organization] as [technology and learning partner / subcontractor] for [program name]. If the award is made, TechChange will provide the TechChange AI Learning Platform and Kolab for the delivery of the program, together with [instructional design, facilitation and learner support services] as described in the application.
Since 2010, TechChange has trained more than one million learners in over 90 countries for organizations including USAID, WHO, the World Bank and UNFPA. We look forward to working with [lead organization] to deliver this program.

Nick Martin, TechChange
Ask us for the signed version. We send this on letterhead, matched to your solicitation's wording, usually the same or next business day.
Where the budget lines go
Three structural notes that are easy to get right early and awkward to fix after submission.
Two lines, not one
The platform license is software, budgeted as a direct cost of program delivery. Instructional design, facilitation and learner support are professional services. They're reviewed and approved differently, so keeping them separate makes both easier to defend and lets you scale one without reopening the other.
Match the support to your team
If you have L&D staff, budget a Build package and run the course yourselves. If you don't, budget Build and run, or a fractional learning team across the award. Compare the packages.
Periods of performance are rarely round
If your award runs 21 months, budget the license pro rata rather than rounding up to two years. Where a multi-year budget carries an escalation factor, apply the same factor here so the line doesn't stand out.
What we'll put in writing
Anything you assert in a proposal, you've committed to delivering. These are the things we'll confirm so you're not writing from inference. Ask at any stage, including the night before a deadline.
Letter of commitment
Signed, on letterhead, matched to your solicitation. Preview the wording in block 12.
A costed line item
Figures for the platform license and any services, pro rata to your award, ready to paste into a budget.
Named key personnel
The designers and facilitators who'd staff your program, with CVs if your funder needs them.
Security questionnaire
Send your organization's vendor questionnaire or data processing agreement and we'll complete it. Our data security policy covers most reviews.
Capability confirmation
Languages, accessibility, capacity, integrations, hosting. If you need to assert it, ask us first.
A review of your draft
Send your platform section or budget line and we'll tighten it, at no charge and with no obligation to include us.
Same or next business day on all of the above. If you're up against a deadline, say so and we'll work to it.
Proposal due soon?
Send us the platform section, the budget line, or just the program description. We'll send back tightened language and a costed line item, and confirm anything you need in writing.
