Evolving the Digital Engine: How CARE and TechChange Are Scaling the VSLA

Digital learning platforms often risk replacing real human interaction with static, automated content. At TechChange, we build tech to do the opposite: expand access across borders while deepening the human connections that turn participation into real capability.

When CARE first engaged TechChange in late 2022 to digitize Village Savings and Loan Association (VSLA) training, the goal was clear: standardize the delivery of VSLA methodology across both internal CARE staff and external global cohorts. Following a successful 2024 pilot, TechChange launched a major platform overhaul between November 2025 and February 2026 to refine content, boost engagement, and automate data tracking. Now, in mid-2026, we are taking the next leap forward: translating the entire learning suite to reach non-English speaking community trainers across the globe.

Upgrading the Tech: New Visuals, Interactive Objects, and Data Dashboards

Following participant feedback from earlier pilots, TechChange collaborated closely with CARE to completely update the course storyboard and user experience.

Between late 2025 and early 2026, TechChange executed a series of major enhancements for CARE’s platform:

  • Interactive Learning Objects: TechChange developed ten brand-new interactive modules utilizing dynamic activities like drag-and-drop exercises, health meters, and scenario-based learning. These tools bring core concepts such as debt management, savings goals, social funds, and conflict resolution to life.
  • Visual & Content Alignment: Updated the entire course layout with custom infographics, real-life VSLA field photography, and revised terminology to match CARE’s updated official VSLA manual.
  • Automated Data Analytics via Metabase: Replaced manual data pulls with an automated Metabase instance that sends weekly automated reporting on key engagement metrics, including new enrollments, active user maps, video plays, discussion comments, and completed learning objects.
  • Admin Capability Building: Provided refreshed administrative training to CARE project staff, empowering their team to make ongoing course adjustments independently.

Human-Centered Iteration: TechChange’s Collaborative Development Process

Platform upgrades don’t happen in a vacuum. TechChange applies a human-centered design framework that balances rapid technical deployment with continuous stakeholder review.

To ensure high alignment without delaying project timelines, TechChange structures its development process around defined review cycles:

  • Structured Feedback Rounds: Each major deliverable goes through up to three iterations, including two dedicated rounds for key partner and SME feedback.
  • Proactive Risk Mitigation: TechChange works directly with partners to block review windows well in advance, protecting partner capacity during content-heavy review phases.
  • Sustained Platform Hosting: TechChange provides ongoing hosting and maintenance services on the CARE VSLA platform to ensure seamless delivery and platform stability.

Most importantly, we work closely with our partners to ensure that their goals are met in service of their mission. In CARE’s case, this was ensuring that the online materials for their training were comprehensive, clear, and beautiful. And that all iterations were based on participant feedback and experience. As Kalkidan Lakew Yihun, CARE’s Program Coordinator shared: “together, we worked as a team, adapting as we learned, listening, and keeping participants at the center of the experience.”

What’s Next: Expanding Beyond English

Interest in this model extends well beyond CARE’s own programming: other organizations running community-based programs have been asking how to adapt VSLAs for their own work, and CARE has begun partnering with select organizations to bring VSLA training into their networks.

While earlier iterations of the VSLA Fundamentals and Training of Trainers (ToT) courses ran in English only, language accessibility remained a critical barrier to local community trainers worldwide. And so to meet that challenge, CARE and TechChange kicked off a multi-language expansion project in July 2026. This ongoing initiative is translating both the asynchronous VSLA Fundamentals course and the blended ToT course into three additional languages:

  • Spanish Translations: Launching January 2027
  • French Translations: Launching January 2027
  • Arabic Translations: Launching January 2027

By pairing continuous platform iteration with multi-language localization, TechChange and CARE are ensuring that high-quality, community-led VSLA training can reach facilitators anytime, anywhere, in the language they know best.
